Trình bày báo cáo tại phiên họp, Bộ trưởng Bộ Tài chính Hồ Đức Phớc cho biết, năm 2021, dịch bệnh Covid-19 đã ảnh hưởng nghiêm trọng đến mọi mặt kinh tế – xã hội của các quốc gia trên thế giới, trong đó có Việt Nam.
Là một nền kinh tế hội nhập sâu, có độ mở cao, việc bùng phát mạnh dịch Covid-19 ở các địa phương trọng điểm kinh tế và việc áp dụng các biện pháp giãn cách tăng cường để phòng chống dịch trong Quý II và Quý III/2021 đã tác động mạnh tới hoạt động kinh tế, tài chính trong nước. Tỷ lệ thất nghiệp, thiếu việc làm tăng, đời sống của một bộ phận nhân dân lao động gặp khó khăn.
Trong bối cảnh đó, các chính sách tài khóa đã được điều hành chủ động, tích cực, kịp thời tháo gỡ khó khăn cho doanh nghiệp, người dân bị ảnh hưởng của dịch. Vì vậy, cùng với việc từng bước kiểm soát dịch bệnh, từ cuối quý III/2021, các hoạt động kinh tế đã bắt đầu phục hồi và tăng trưởng tích cực, nền tảng kinh tế vĩ mô được giữ ổn định; kim ngạch xuất nhập khẩu tăng mạnh; an sinh xã hội được đảm bảo; an ninh, quốc phòng được giữ vững.
Tổng hợp chung, thực hiện các Nghị quyết của QH, Chính phủ đã chỉ đạo triển khai đồng bộ, quyết liệt nhiều giải pháp quản lý, điều hành chi NSNN năm 2021 chủ động, chặt chẽ. Trong đó đã quán triệt quan điểm tập trung ưu tiên, nỗ lực cao nhất cho công tác phòng, chống dịch Covid-19 và đảm bảo an sinh xã hội, ổn định đời sống nhân dân.
Các bộ, cơ quan trung ương và địa phương đã nghiêm túc thực hiện chi ngân sách bám sát dự toán được giao; rà soát, cắt giảm tối thiểu 50% kinh phí hội nghị, công tác trong và ngoài nước , tiết kiệm thêm 10% chi thường xuyên khác còn lại của năm 2021; thu hồi các khoản chi thường xuyên chưa thực sự cần thiết, chậm triển khai để tập trung nguồn lực cho phòng, chống dịch Covid-19.
Quản lý sử dụng kinh phí NSNN ở một số bộ, ngành, địa phương còn sai phạm
Tuy nhiên, Bộ trưởng Bộ Tài chính Hồ Đức Phớc cũng chỉ ra một số vấn đề, như trong thực hiện, tỷ lệ giải ngân vốn đầu tư công còn thấp; việc tổ chức triển khai thực hiện một số chính sách đảm bảo an sinh xã hội còn chậm; số chuyển nguồn kinh phí sang năm sau còn lớn; việc quản lý sử dụng kinh phí NSNN ở một số bộ, ngành, địa phương còn sai phạm; việc chấp hành thời hạn báo cáo quyết toán chưa đảm bảo theo đúng quy định.
Vẫn theo Bộ trưởng Bộ Tài chính Hồ Đức Phớc, thực hiện Nghị quyết số 53/2022/QH15 ngày 15/6/2022 của QH về phê chuẩn quyết toán NSNN năm 2020, Chính phủ đã tập trung chỉ đạo các bộ, cơ quan trung ương, địa phương xử lý các vi phạm, thu hồi các khoản trốn, lậu thuế, các khoản chi sai chế độ.
Cụ thể, về xử lý kiến nghị liên quan đến NSNN, tổng số kiến nghị liên quan đến NSNN (không bao gồm các kiến nghị xử lý khác) là 25.396 tỷ đồng. Qua tổng hợp số liệu đến ngày 31/3/2023, số các bộ, cơ quan trung ương và địa phương đã thực hiện là 22.151 tỷ đồng, đạt 87,2% số kiến nghị.
Về xử lý kiến nghị liên quan đến cơ chế, chính sách, trong quá trình kiểm toán NSNN, năm 2021, KTNN có 198 kiến nghị về sửa đổi, bổ sung, ban hành mới hoặc hủy bỏ các văn bản, bao gồm 91 kiến nghị sửa đổi, bổ sung, ban hành mới hoặc hủy bỏ các văn bản quy phạm pháp luật thuộc trách nhiệm chủ trì của các bộ, ngành, địa phương; 107 kiến nghị liên quan đến sửa đổi, bổ sung, ban hành mới hoặc hủy bỏ các văn bản chỉ đạo, điều hành, quy chế nội bộ của các cơ quan, đơn vị, tổ chức khác.
Trong số 91 kiến nghị về hoàn thiện cơ chế chính sách, đến nay, các bộ, cơ quan trung ương, địa phương đã hoàn thành 23 kiến nghị; đang triển khai thực hiện 68 kiến nghị còn lại.
Về xử lý trách nhiệm của các tổ chức, cá nhân có sai phạm về tài chính, ngân sách đối với quyết toán NSNN năm 2020 theo kiến nghị của KTNN, Bộ trưởng Hồ Đức Phớc thông tin, đối với tổ chức, tổng số đề nghị xử lý là 1.444. Tính đến ngày 31/3/2023, đã xem xét xử lý là 1.295 tổ chức, chiếm 89,68%; đang xử lý 127 tổ chức, chiếm 8,80%; chưa xử lý 22 tổ chức, chiếm 1,52%.
Đối với cá nhân, tổng số đề nghị xử lý là 2.735. Tính đến ngày 31/3/2023, đã xử lý là 2.519 người, chiếm 92,1%; đang xử lý 200 người, chiếm 7,31%; chưa xử lý 16 người, chiếm 0,59%.

Tổng số chi cân đối NSNN là 2.484.439 tỷ đồng. Trong đó, chi NSNN theo dự toán là 1.708.088 tỷ đồng; chi chuyển nguồn sang năm 2022 là 776.351 tỷ đồng. Bội chi NSNN là 214.053 tỷ đồng, bao gồm bội chi ngân sách trung ương là 211.650 tỷ đồng, bội chi ngân sách địa phương là 2.403 tỷ đồng.
